The Portable Sundial is a Pre-hardmode tool. It has two effects:

Left click - Instantly changes the time to 7:30 PM or 4:30 AM, whichever comes next.
Right click - Accelerates time, each real time second will cover an hour until the in game time reaches 4:30 AM.
